The paper version of Computing, a UK publication, has an interesting article on deploying mobile business apps (I’ll add the link once it also becomes available online).
Nick Jones, VP of Gartner, is quoted as saying..
"Targeting your user base correctly may mean that a cheaply developed application that covers more of your customer base would be preferable to deploying an expensive richer application that targets a small percentage of that base"

There’s also a very recent post by Dennis Forbes that argues that many simpler apps can be implemented as web sites in order to reach a larger percentage of people.
